Portsmouth City Council
Portsmouth City Council was awarded the funding for our 25 year Highway Maintenance contract through Private Finance initiative funding. Prior to the award Portsmouth had some of the worst roads in the country. The contract was the first of its kind and is still going strong 15 years later.

Ensign Highways
The 25 year Highways Maintenance Contract is between Portsmouth City Council and Ensign Highways who are the Special Purpose Vehicle (SPV). Ensign then sub-contract to Colas Limited who carry out the day to day works.

The Colas Group are world leaders in the construction and maintenance of transport infrastructure including roads, rail, air and maritime. The Colas group operates in over 50 countries on five continents. Colas SA based in France are one of the shareholders for the PFI contract
