 This application, signed by me, is true to the best of my knowledge and belief and has been made in the knowledge that I shall be liable for prosecution if I have wilfully stated anything which I know or believe to be untrue.  I declare that I have read and agree with the conditions set out in our terms and conditions.  

I understand that failure to complete this form correctly could delay my application.

I, the applicant hereby agree to comply with the terms and conditions set out in this application which has been or will be issued me the applicant and indemnify Colas Ltd and Portsmouth City Council against all claims or proceedings arising out of such application.

Colas charges

The entrance marking, administration and inspection by Colas will cost £118.64 (including VAT).


This cost is based on an average marking of no more than 4.6 metres in length. If you require a longer entrance marking please specify below how long you need your entrance marking to be. 

(Please note extended road markings are an extra £10.00 inc VAT per metre)

Our administration and inspection charge is £39.00 (including VAT)

Subject to us granting permission that your location adheres to the criteria for an access marking to be installed you are entitled to employ an alternative contractor to carry out the work, provided that they meet the following requirements:

  1. The markings are undertaken using white thermos plastic paint 100mm width
  2. The works are guaranteed against defects for two years
  3. Your proposed contractor can provide evidence of Public Liability Insurance of at least £5,000,000
  4. Documentary evidence of one qualified operative and one qualified supervisor trained and accredited to the requirements of the Codes of Practice under the New Roads and Street Works Act 1991 (NRSWA)

There is no appeals procedure under the Highways Act, but all applicants will be considered fairly in line with these notes.
